On that page I lay out the entire process I discovered and followed, which in a few months time rendered a really sweet tesla coil that gives off 1 meter discharges. I followed tips I received from Chis Boden (The Geek Group), Instructables.com, from pupman.com and from a few other online resources. You will notice that I make use of a 15,000V 60mA GFI free NST. Feel free to use what ever information you find there.
