Hi Chris...
the secondary is quite capable of holding a static charge for weeks ... 
Ive got an 8"X34" winding on an acrylic tube that holds charges for 10 -
15 days and.......   i live in a very humid climate...this in itself
should be a deterent for charge holding  but it isnt...  
and when it gets cold and dry the ability is even more so increased to
charge holding...
its just static ;) 
now as far as the NST's go...  thats a differet monster ..
my idea ..  the insulation acts as the dielectric  the resistance of the
wire holds of the voltage off somewhere in the middle zone of the
resistance
 ( each end of the wire becomes resistively isolated making a set of
"plates") therefore creating a "capacitor" and capable of holding a
small charge 
if it doesnt work this way  it sure sounds good ;) 
hmmm  is this how rumors start ??  ;)
