Mike,
Just about every hobby supply store will carry 5 - 10 lb blocks of paraffin
for making candles.  I used some to supress arcing on a capacitor bank I
made a few years ago.  It worked well for about a year, but then it
eventually carbon tracked.  It will probably work fine for a NST since the
HV leads from the secondary are further apart than my copper bus plates were.
