Dave,

Inhibitors (or their similar cousins, oxidation retarders) are additives
which help protect mineral oil from oxidation, particularly under the
high temperature conditions that are often seen in transformers.
Unfortunately, these additives also tend to degrade the the dielectric
performance of the mineral oil to some degree, and they are really not
necessary for mineral oil used in making TC capacitors. However, from a
practical standpoint, either type can be used with excellent results -
go with the less expensive variety.
