Try a voltage doubler.  15kv * 1.414 * = 42, that ought to be enough to
fly a pretty good sized lifter!
I'm sure 60mA could supply ridiculous amounts of corona leakage, which
is, after all, the nature of the "load".

You were using a rectified DC output, right?
