The monitor board will work without the CRT.  Be advised that virtually
every TV monitor is not isolated from the wall voltage and that the ground
on the board must be found and made sure to be connected to the wall outlet
and used as the return for the high voltage.

The average voltage of a simple color CRT is about 17-24 kilovolts depending
on the size of the crt.

Unfortunately, due to its design, you cannot adjust the voltage easily out
of a standard flyback circuit.  It is possible with some examination of the
circuit, but it is not trivial for the none electronic buff.  The voltage is
either zero or full voltage.
