If a laser were, perhaps, slightly below the amount of power we would need to ionize enough air, might the electrical arc provide some of it's own ionization? If a needle an Van deGraff generator can ionize air, shouldn't this arc do some to? If put into the strongest area of the beam, it should have enough ionization to get started at least. Of course, this is all a specualtion and has little basis.
