This is a spark gap. The magnets keep the metal plates seperated. The
plastic rod keeps the tower from falling over. The metal plate on the
extreme top and bottom should be attached to opposite leads. It's not a
highly efficient brake-through, but it's an easy way to make a series static
spark gap... and highly decorative...
