HV coaxial wire

I have heard people on the list say that coaxial cable can be used for
HV wire and I think also for the primary. I have acquired a 1210 foot
spool of some kind of CATV wire.

It has a label on the spool from Times Fiber Communications Inc. that
says its type T6T80-VBV but the cable says CATV TFC-T10. It has a black
outer insulation then foil around a metal braid then more foil around
the white inner insulation then the center pin which looks 18AWG. The
cable is about 1/4inch in diameter.

Could I use this as HV wire at all?
