If you aren't price constrained, almost any metal spinning place can make a
form and make one (or more) for you.  Some years back, I had talked to Ace
Metal Spinning here in Los Angeles about toroids, spheroids, etc, all in the
1 meter diameter range. Ball park back then was around $500-1000 to make the
form and a few hundred each for the spun parts.

The real trick is to find a place that already has the form.

Ross Engineering in Campbell California (near San Francisco) makes toroids
in a variety of sizes for the HV trade, but I don't think they make anything
quite that large.  Commercially, they tend to use a series of smaller
diameter rings that form a virtual toroid.
