As it happens, I suspect that I could submit the paper here and get my
employer (JPL/Cal Tech) to pay the page fees.  It's in an area a bit out of
my nominal job, but I'll check on the policy.  In general, JPL encourages
its employees to publish.  The question would probably be about who
(internally) would pay, and would I (or should I) use the JPL affiliation
on the paper, as they are understandbly sensitive about improperly casting
the imprimateur of JPL over work that wasn't done here.
