Transformer...

ok i just got my 15 kv  with 30 ma  transformer made by ACME  it is pretty
old.  i hooked it up to do a simple jacob's ladder and well nothing
happened.  can't figure out what is wrong with it but i saw the guy hook it
up and test it though i can't seem to find out why it isn't working.  any
ideas??
