A thought

Use a rigid foamed PVC known as "plaswood" sold here in NZ by most plastic
suppliers and used extensively in the advertising sign industry
Strong
Waterproof
Good RF properties (low loss)
Light weight
Very machinable and glueable (PVC spouting cement or araldite)
Pretty cheap
