Dielectrics with a permanent charge (like a magnet) are called electrets, as
in "electret condenser micriphone". The effect that causes this to varying
degrees is hysteresis, as in acetata overhead porjector sheets. They stay
staticy for a long time if you slide them around and even water will not
wash the charge away.
