No. Zeners have a more-or-less well defined conduction voltage. While
the dynamic resistance while conducting is rather low, it is just a
dynamic resistance, not an absolute one since they cease to conduct
as the (reverse) voltage across them decreases. Basically, all they'd
do is clamp the voltage the cap could charge to.
