Another theory on how shocks can occur from non powered Secondary that is
grounded. Its ALL induction from charges on insulating materials

The former on which the secondary is wound could accumulate a very high
static charge.

When it is approached it induces a charge in you. When you touch gnd you
then discharge yourself. This could also be the source of apparent grounded
toroid sparks from a recently operated coil.
