Ross Engineering in Northern California (Campbell?) makes toroids
commercially... Pricey, though

Look in the yellow pages for Metal Spinning.  Most spinning places have a
large assortment of dies, one of which might suit you just fine.  You might
have to send them a drawing, or better yet, go and talk to them.
