Not at all.
Here is picture of my MMC which runs at 15kVAC.

If you have say (10) caps in series, the voltage differential between each
one will be 1.5kVAC or in your case this will be doubled (3.5kVAC) since
each side the voltage differential is across two (2) capacitors.  You have
more than enough room to stand-off any voltage between the capacitors.
Unless you are using very small capacitors, you should be fine.

Well I finally got around to putting together my geekgroup cap mmc. Does
anyone think I would have problems with arcing between the caps with this
setup? I have put together two strings already and I want to make sure this
would be a safe design before doing the other five. The caps are tight to
each other.
