The entire system is immersed in water (deionized, as an insulator and
radiation shield), and what you are seeing is a creeping discharge across
the surface caused by voltages induced in objects from the very, very high
current and very fast transient that makes the Z machine work.

These discharges result from the same sort of thing that causes electronics
damage from the sparks in a TC (i.e. fast current transients induce magnetic
fields...)

There's a fair amount of explanation about the Z machine around, including
block diagrams, etc. A google search will find it.
