I do believe it was saran wrap. it was mentioned with
respect to wrapping the seondary on the oltc terry built.

its made of polyvinylidene chloride (pvdc)
its rf dissipation factor at 1mhz is 3.0-6.0
water absorbtion 0.1%
flammability: self extinguishing
dielectric strength -at-25um thick: kv/mm^-1  160-280
(i can't convert units to save my life. is that 16 kv/mm, I'm used to kv/mil )

is that high rf dissipation factor and issue if used as insulation?
the water absorbtion is low which I'm guessing would also help
the secondary.

definetely would be a lossy cap :)
