Using 8kV, 10mA as an input, he'd need 25 of the .15uF caps in
series for static gap LTR MMC.  ouch, to say the least!  A far
more reasonable MMC design could be realized by using 7 x  .039uF
caps in series.  The 1600V Panasonic caps would fit the ticket
quite nicely for this - Panasonic PN: ECW-H16393JV (Digikey #
P10514-ND, cost is $21.91 plus shipping).

Yes, try measuring the output at a higher input voltage.
