Well mostly because oil is a superior dielectric over air and has a much
higher stand-off.
Also, unless you have some sort of heat exchanger (whether it be oil pumped
through fins for air cooling like in large
transformers etc...) or you have a liquid water exchange (through internal
piping), oil isn't really going to dissipate the
heat much inside the enclosure.

you can actually put the transformer directly in oil??? what kind-of
container does it have to be in?

i have never seen anyone do this. i guess, that the purpose is to keep it
from over heating?
