Transformer oil is just that: oil.  It burns quite nicely. The burning oil
hazard is significant in the electrical industry, which is  why PCBs
(askarel), which don't burn,  were used as an oil replacement.  Another
solution to the flammable oil problem is the use of Gas Insulated Switchgear
(using, usually, Sulfur Hexafluoride, as the dielectric).
