Can I epoxy encase 1/4 or 1/8 watt resistors to increase the current and
voltage rating? I've read the main problem with them is arcing from lead to
lead not the carbon film giving way, leading me to this idea.

Hi Eric,
     Encasing them may increase the flash-over voltage, but will decrease 
their ability to handle power (dissipate heat). Since P=I^2R=heat, the 
current handling capabilities are reduced. You may have found a way to make 
G.I.Joe-sized fragmentation grenades. (POP!!)
