	The modern criterion is "probability of mission success" and the MTBF
required of any particular component of a complicated system in order
that the overall system meet is reliability goals from which the
probability can be calculated.  If you do a Google search on
"reliability" and "MIL Specification" you'll be overwhelmed with the
literature you turn up!
