    To some extent.  They will be on limit at one extreme, over rated at others

    Well.  SOMEtimes (and mostly).

    A friend had some trouble with some mil spec stuff.
    He had started with the same assumption, then,
    being an engineer, investigated.  He found that the particular
    spec required high reliability for 'one war'.  (OK: it
    was  phrased differently.  Some mil specs have a 'mission time'
    component.  Reliability for one mission time is critical.
     Reliability AFTER that is not.)
