For this application, getting perilously OT, higher is better, voltage wise. In this application you want high di/dt (so the wire explodes rather than melts). Since V=Ldi/dt, and L is pretty much fixed by the load (and the cap), high V gives you high di/dt.

A few kJ at 20 kV works very nice for 1 meter long wires with a couple of meters of connecting buswork.
