i have some old ballasts (from halogen lamp i think), would these work provided i used a power factor correction cap?

I'd use a mot with the secondary removed/replaced with another
primary in parallel and the "I" part of the core spaced with plastic
spacer (grind the welds), more space=more current. 1 primary will
work, but only up to 8-10A before it starts getting too hot.
