A. Without something to limit current, there will be a huge current
surge from the smoothing capacitor (or equivalent, with just a doubler).
This is bad for both the smoothing cap and *very* bad for the de-Qing
diode.
B. I'm not sure exactly where you can get them, but I know that I've
seen a web site somewhere that uses 4 iron-core amplifier reactors in
series to withstand the voltage.  A saltwater charging resistor should
be fairly easy to build.
C. I don't know for sure, but I'll take a guess and say that it depends
on the particular component.  What are you using SCRs for?
