It will be a variable. If you are using a polemount distribution transformer
or 
a potential transformer, the transformer itself has little to do with PFC.
The 
turns ratio is the most important parameter, the internal resistance and 
inductance will be rather insignificant and can be ignored. The relationship

between the reflected impedance of the ballast and the tank cap are what you

need to look at.
