for copper pipe or hyperbaric gap use 1.3 to 1.5 times resonant value.

for synchro rsg use 2.6 times resonant value.

resonant value is easily calculated by using   Xc = Z = 1/377 * C  (on a 60
Hertz system)

Z = E / I, in your case, 12,000 volts / .06 Amps = 200,000 Ohms = 2e5 Ohms
