I was responding to Christina Hill, But it sounds like you have an entirely different set of problems. 
Out line some more physical parameters of your coil, 
secondary diameter , wire gauge, etc 
what is your NST voltages, currents? when you connected them did you phase them properly. I have seen some interesting effects where the NSTs don't completely cancel out out and a coil can still operate at a small level as you describe. 
But I would bet that you have something off with your resonant frequency. 
Check your capacitance, redo your design calculations, etc. and double check the numbers. 
Beer bottle caps have a capacitance on the order of 800pf ish

What on earth are you talking about,was this message ment for me.if it was my torroid is 18" inner is 8".20" windings 1000 turns.12 turns quarter with quarter for primary.two nsts in parallel.and 25 salt water caps.I only get ,2" lightning to an earthed rod.that's my problem it's a big thing with pitifull results.and that's it lol.
