Or some of your Primary Capacitance is not functioning, missing, or otherwise not working. This would drive your Primary Frequency way up putting your coil way out of tune...
Sounds like you need to:
1-Calculate the resonate frequency of your Secondary and Primary circuits...
2-Verify your Primary Capacitance...
3-Grid dip your coil and see what frequency the primary and secondary are actually oscillating at...
4-Based on your calculations and measurements, reconfigure the coil as necessary to get it in tune...
