Only in the practical sense. Since potting my capacitors in high K media, 
I've had no flashovers. Visible coil output has improved too.

I have the means to measure the capacitance, but I'll have to work out how 
to do the other measurements.

Have you measured the resistance, breakdown voltage and capacitance using 
castor oil and glycerin? If so, I would be interested in the results
