The ones I built use liquid oxygen, evaporated to
gasseous oxygen, and use corona discharge. Even though
we only pay $0.03/kWhr, it's still cheaper here to buy
the LOX, than to make it from air.

Quick story: I live near Atlanta, GA. Shortly after
starting up one of our first ozone generating
facilities, one of the ambient ozone monitor alarms
went off, which shut down the generators and
ventilated the control room. However, after shutting
down the generators and ventilating the control room,
the ambient ozone levels rose. It turned out the
outdoor ozone levels exceded the limits set for the
monitor (8 hour OSHA limits, I believe)!  The
operators, who had been worrying about working in an
ozone building, were actually safer indoors than they
would have been outdoors.
