Wouldn't this be much like a SSTC?   There are a number of people running
kilowatt scale power in solid state drivers.

There are a lot of PWM switching supplies running at this kind of frequency
these days.  The output voltage is more a matter of how many turns you put
on the secondary of the transformer.

Maybe you could look at the kilowatt Class E/F RF amplifier from Rutledge at
Cal Tech (google for it).  It uses a cheap <$10 IGBT and works at 7MHz, with
kilowatt output levels.  A bit of redesign for your desired frequency
(bigger tank inductor more likely) would be needed.
