I propose that accurate measurement, yes actual measurement of the true primary
voltage , not predicted numbers contrived from mathemagics fed by assumptions,
would be above the capabilities of most active coilers for somewhat the same
reasons that they cannot also independently arrive on the moon.  Lack of the
expensive equipment required and the knowledge of how exactly to use it, and
then surviving what will be a mission filled with great potential danger, both
for man and machine.  
 
I don't think the present kVA units bandied about attached to a strike distance
in inches are reliable either, because kVA is also an elusive parameter to
measure on the supply end of a disruptive, chaotic, reactive load.
 
I think the display of a Tesla coil is art, and art doesn't need to be measured
in qualitative units, nor can it be. Just my  $0.02 Canadian contribution,
worth even less in the US.
 
What's wrong with, who has made the longest streamer to a grounded target in a
particular class of coil category, disruptive, solid state, vac-tube? You could
have sub categories, auto ignition coils, OBITs, NSTs, pigs, etc. 
 
You could join our association and pay membership dues taken automatically from
your paycheck and have the opportunity to compete for trophy awards for any
number of refereed categories.  The association plans to purchase a set of
accurate measuring equipment and travel to every member claimant to take
accurate measurements, photos and videography.  The membership dues and
corporate investments will pay for the Taj Mahal the equipment will be stored
in, the executive limo's. private jet to transport the measuring team, and
rental on the portable toilets for our annual Teslathon.
