As long as the insulation break is not directly shorting two turns,
subsequent coats of polyurethane should be adequate.  I'm not even sure that
there's an electrical reason to coat a secondary at all - I think the main
benefit is that it makes the finished product more durable to mechanical
abrasion.  But I'm not sure there's a need to sand between coats.

Well i am building a tesla coil for the first time (YAY) and i have a
question.
What happens if i accidently strip a little enamel off of the magnet wire
when
im sanding off the secondary between coats?  I just wanna know whats gonna
happen when i fire it up for the first time, and yes i have more magnet wire
and some more pipe for making a new secondary if it comes to that.  The
specs
for the ammount i sanded off is about ~1.5cm off of about 3 windings.
