Motor Phase Shifter question - John Freau circuit

Just some questions regarding John Freau's phase shifter circuit shown here:

In this circuit, John claims to adjust the value of capacitance in this
circuit so that a 3-5 voltage resonant rise
in voltage is seen at the output of the circuit.

I am guessing that this is done so that at one point in the variacs
adjustment range, that the L-C network is resonant at 60 Hz and that we can
obtain maximum phase shift (on either side of that point) to adjust our
motor with???

Thought anyone???

I tried to model this, but can seem to get a good representation of my motor
yet.
