I understand your argument but;
I tested the cap for about 30min with a 9kv/30ma neon and with 5 shots from 
a 0.004 F HV cap charged to 4000VDC( 32000J )( you should see what it dose 
to wire). I can see that a Tesla coil could still inflect damage that one 
can not always account for, but I'm confident it has a fighting chance.

I hope this does not sound too negative.
'finished testing' depends on the defnitions of both.
Ferinstance 'finished' might include running for some
hours, even days or years at spec, or over spec,
voltage, and spec surges.

Granted tesla systems do not run for days at a time,
however components, in general, do well to have some
margin....
