One way is to buy a "KILL_A_WATT" meter ($30) and measure the PF and then
calculate the PFC needed.  These meters work great and are good upto 15A of
120V.  The measure line frequency, VA, real watts, PF, line voltage, line
current, and energy consumed (like a stop watch).
