If I were forced to make graphics for a meter I would probably use a CAD
program;

I have used BRL cad in the past (on Unix), can't personally vouch for it on
Windows. Right now I use Cobalt and Autocad, but I doubt anyone wants to
pay for either of them.
They would all make pretty graphics, take forever, and make you wonder why
you bothered doing it. :)
