Have you calculated the expected flux density in the core due to your
control winding and its current?  And does your understanding of how the
"saturable reactor" works agree with your results if you analyze them?
Maybe a good time to dive into some magnetics theory...

Its also possible, but unlikely, that the 400V windings simply have too much
inductance even after the core is saturated.  You could likely estimate this
inductance based on formula's that estimate the inductance of solenoids.
The core still has a permeability > 1 (when saturated to any reasonable
level), but if you discovered that even an "air core" version of your
winding is too much inductance, then you could spot the problem right there.
