How big was your orifice? Are you in a choked/sonic flow regime? As you move into choked flow, increasing the pressure doesn't increase the flow, because of shock wave forming in the throat.

When the absolute pressure ratio across the orifice is >1.89 (about 28psia if the downstream side is at 15 psia), then the possibility of choked flow exists.
