I think that too-short rep rates is another way of saying too-small bang
size.  Assuming equivalent power, low BPS and large bang size will deliver
longer sparks than high BPS and small bang size.  The down side is that big
bang, small BPS sparks appear more feeble than higher BPS small bang size
sparks.
